Shawnee Mission Bassmasters® Bylaws
Revised February 2008


Article I - Name and Purpose

SECTION 1: Name
This chapter will be called the Shawnee Mission Bassmasters of Shawnee Mission, Kansas.

SECTION 2: Purpose
To stimulate public awareness of bass fishing as a major sport. To offer our state conservation department - Kansas Department of Wildlife and Parks - our organized moral and political support and encouragement. To promote full adherence to all conservation codes and to demand adequate water standards and legal enforcement of existing regulatory standards. To detect and report any polluter and call public and political attention to their crime. To improve our skill as bass anglers through fellowship of friendly exchange and expert bass catching techniques and ideas, to promote and encourage youth fishing and a love for this great recreation. To function as a dynamic and effective link with other chapters embracing the principles and purposes of Bass Anglers Sportsman Society.


Article II - Membership

SECTION 1: Number of Members
This chapter shall begin with at least six but not more than ten chapter members. During the chapters first six month of existence, total general membership shall not exceed 25 members. After six months, this number shall be unlimited.

SECTION 2: Requirement for Membership
To become a Chapter member, a person shall:
A. Voluntarily express a genuine interest in membership.
B. Be a member in good standing of the Bass Anglers Sportsman Society of America and show proof of that membership to the president and secretary.
C. Be recommended by a member.
D. Be approved by a simple majority of the membership.
E. Full membership shall then be awarded and membership credentials presented.

SECTION 3: Initiation Fees and Membership Dues upon being voted into the chapter, a person shall pay:

A. Annual membership dues of $65.00, for the upcoming year are due before the close of the December meeting of each preceding year.
B. Any current member that has not paid their Shawnee Mission Club dues for the upcoming year before the close of the December meeting will go through the same application procedure as a new member.
C. A simple majority of members present at the monthly meeting is required for membership approval.
D. An initiation fee of $10.00 for all new members

SECTION 4: Associate Member Qualifications and Dues
I. To become an associate member, an individual must meet the Following requirements.
A. Express an interest in membership
B. Pay annual dues of $10.00, which are due before December 1st of each year.
C. Be recommended by a member in good standing.

II. The associate membership is available to anyone that wants to follow and keep current with club member’s accomplishments and functions of the Shawnee Mission Bassmasters. However an associate member does not have club voting rights, insurance coverage through B.A.S.S. or any of the general membership benefits or membership requirements.

Article III - Officers, Elections, Vacancies and Eligibility

The officers of the chapter shall consist of:
1. PRESIDENT: Preside over all meetings and direct all official business. Appoint and direct all committee functions. Supervise all Club functions.

2. VICE-PRESIDENT: Act as program chair, assists the President in his/her duties and preside in the absence of the President.

3. TOURNAMENT DIRECTOR: Is Responsible for organizing and supervising all Club tournaments. Obtains necessary permits to hold tournaments. Assisted by the Assistant Tournament Director, will keep a record of point standings.

4. SECRETARY: Maintain accurate minutes of all meetings. Maintain regular liaison between Chapter and Bass Anglers Sportsman Society national headquarters.
5. TREASURER: Maintain accurate financial records and report at each meeting.

6. KANSAS BASS CHAPTER REPRESENTATIVE: Is the Official Club representative to the Kansas Bass Chapter Federation. May appoint another club member to represent the Club if he/she cannot attend a Federation meeting.

7. YOUTH DIRECTOR: Will Organize and promote youth programs in conjunction with the Shawnee Mission Bassmasters. Organize and supervise the Casting Kids Contest. Promote and emphasize conservation and catch and release at all youth functions.

8. NATURAL RESOURCES DIRECTOR: Be a liaison between the Shawnee Mission Bassmasters and the State and National Federations. Keep the Club informed of all environmental issues that will have a negative impact on the aquatic environment. Promote and organize good fishing for our children and those coming along behind us.

SECTION 2: Elections
The election of officers shall be held annually at a regular meeting during the month of October. Elections shall be by simple majority of members present. Election for each officer shall be held separately in order listed in Article III, Section 1.

SECTION 3: Eligibility of Vote
Each member is entitled to one vote. Proxy votes are not permitted.

SECTION 4: Term of Office
The term of office shall be for one year, which shall begin on November 1st and end on the last meeting day of October or until the successor assumes office. Original slate of officers shall serve until the last meeting day of the following October.

SECTION 5: Vacancies
In the event of an office becoming vacant, nominations shall be solicited and an election held to fill the unexpired term of the individual vacating the office.

SECTION 6: Eligibility for Holding Office to be eligible for an office, a member must:
A. Have been a member for six months.
B. Have attended at least 3/4 of the Chapter Meetings and functions.
C. Have shown an active interest in all chapter activities.


Article IV - Method of Amending the Articles of Incorporation, Bylaws, or Tournament Rules


SECTION 1: Amending the Articles of Incorporation, Bylaws or Tournament Rules
A proposed amendment must be presented to the membership at least one regular meeting prior to the vote. The articles, bylaws or tournament rules may be amended at any regular meeting by a 2/3 vote of members present, providing the members present represent a quorum (more than one-third of the members) of the membership. Proxy votes are not allowed for any bylaw elections or for vote on any matter to come to a vote before the Club.

Proposal and Bylaw changes must be done in writing. They must also be seconded and printed in the newsletter and then voted on at next monthly meeting.

All proposed amendments must be submitted in writing at the January meeting and approved by the vote at the following February meeting of that year.
Article V - Removal of Membership

SECTION 1: Removal of Membership
A member shall be dropped from the membership roll for any one of the following:

A. Failure to pay dues to Shawnee Mission Bassmasters, Inc. and the Bass Anglers Sportsman’s Society.
B. Any action which would reflect dishonor and disgrace on this chapter. The officers of the club will decide all actions to the member in question. The decision by the officers will be final. The officers that will decide the actions taken by the club will be the President, Vice-President, Tournament Director, Asst. Tourn. Dir. Secretary, Treasurer, KS BASS Chapter Rep., Youth Director, and Natural Res. Dir.

Article VI - Affiliation

This chapter desires to maintain an affiliation with Bass Anglers Sportsman Society. The Chapter membership must maintain a 100% B.A.S.S. membership ratio and submit a membership roster to B.A.S.S. Headquarters every 4 months. Such a roster must include names and complete addresses of Chapter members.

Article VII - Meetings

SECTION 1:

A. The club will meet the first Tuesday of each month at a predetermined location at 7:00 PM. Club Tournaments will be held the first Saturday Following the monthly meeting and the club Tournament will be held monthly in March,April,May,June,July,September,and October. The Shawnee Mission Classic {Top Ten Classic} will be held the second Saturday of October.
B. The December meeting may moved from the first Tuesday to another accommodate the year-end banquet.
